Gemidiriya Golden Rules

“ GEMI DIRIYA Wheel for Village Self-Development”. The wheel is shown in the following diagram. The GEMI DIRIYA Golden Rules are in the center of the wheel signifying its importance. The 10 steps make up the full wheel. While implementing GEMI DIRIYA Program we must always remember that, if we miss any of the steps the wheel gets stuck and we cannot march our villages towards self-sufficiency

GEMI DIRIYA Program seeks to empower us by giving us the authority to decide our priorities, plan and implement them and manage our funds. We must understand that with power comes responsibility. The GEMI DIRIYA Program has laid down certain rules, which we must follow in order to maximize the benefits from this program. Violation of any of these rules can block the progress of the villages. We can collectively decide to add our own “golden rules”, if we so wish, to the following list of rules:
 
GOLDEN RULE 1- WE MUST CONTRIBUTE TO OUR DEVELOPMENT

Every one in the village must work as a team and contribute time, money and labour to plan and implement GEMI DIRIYA activities to improve the living conditions in our village.
 GOLDEN RULE 2 – WE MUST HAVE CONFIDENCE IN OURSELVES AND PRACTICE SELF-HELP

We must learn to manage our affairs by ourselves in a
sustainable manner and be self-reliant to reduce dependence
on others.
GOLDEN RULE 3 – WE ARE ACCOUNTABLE TO THE VILLAGE FOR ALL OUR ACTIONS

We have full freedom in our decision-making process and management of financial resources, and hence must be responsible and accountable for all our actions.
 GOLDEN RULE 4 – GOOD GOVERNANCE IS KEY TO SUCCESS

GEMI DIRIYA Program is built on the principle of trust among all the villagers and between the village community and other partners. Any breach of trust can result in cancellation of funds and support.
GOLDEN RULE 5 – LET US DEVELOP OUR VILLAGE STEP-BY-STEP

Development is a gradual step-by-step process and we must plan what we can afford and successfully manage.
GOLDEN RULE 6 – COST EFFECTIVENESS PAYS

Treat the funds provided under GEMI DIRIYA as our own funds. Realise that, if we can avoid wastage of funds, we will be able to take up more programs for the village.
GOLDEN RULE 7 - BE OPEN AND TRANSPARENT IN OUR DEALINGS

Everybody should have access to all the information related to village development activities.
Any misuse of GEMI DIRIYA funds by anybody in the village shall be immediately reported and punished
 GOLDEN RULE 8 – UPHOLD THE PRINCIPLES OF EQUITY AND INCLUSION

It is our responsibility to ensure that, all members of the village, especially those who need support the most, like the landless, the women, the unemployed youth etc. are involved in the development process and equally share the benefits of development.
GOLDEN RULE 9 – ACT TIMELY AND ENSURE QUALITY

We must strive to complete implementation of development activities as per planned time schedules, maintaining national standards and specific quality, so that we become eligible to receive subsequent installments of project funds.
GOLDEN RULE 10 – SEEK HELP WHEN REQUIRED

Seek timely support from GEMI DIRIYA partners like, Divisional Facilitation Team, Divisional Coordinators, Divisional Community Facilitators, Line Department Officials NGOs etc., before problems and issues grow to unmanageable proportions
